Для вставки, а точнее для импорта(как вставлять я и сам не знаю)файла .ро надо:
1. зайти в Modules и включит модуль Locale
2. зайти в Configuration > Language > Add language. В выпадающем списке найти Russian здесь же установить галочку и выключатель напротив языка Russian
3. Зайти в Configuration > Translate interface > вкладка Import > Выберите файл. В окне обзора выбираете ваш файл .ро Тут же в выпадающем окне Import into выбираете Russian и жмете внизу кнопку Import. Все, как когда-то говорил Горбачев, процесс пошел. После окончания процесса, зайдите опять в Configuration > Language и увидите, что ваш интерфейс переведен на 98,...%

Вообще то это первое, что должно прийти на ум, а за тем уже всё остальное, все выше перечисленные ссылки.

Install Drupal in another language

      Download the language file from the translation server.
      You will find a directory named translations inside the directory of the profile you will be using. Normally you use standard profile so you can use profiles/standard/translations. Move the downloaded .po file inside this folder.
      Install Drupal as per usual by visiting www.example.com/install.php.
